"Enable Cookies = 14"？
「14なんてWikiに無い値だぞ(汗」と戸惑っている最中です。
そうOpera Mobileや最近のデスクトップOperaはopera:config#UserPrefs|EnableCookiesのデフォルトが14で値の意味がわからないんですよね。Opera Mobileだと1とかに変更しても保存されず、再起動すると14に戻されてしまうし。
これについて、Googleグループのopera.generalで言及されていた。

14 means "accept all cookies".

ということで、現在*1、14という設定値は「全てのCookieを受け入れる 」というものでFA。
恐らく0〜8の数値も今や違うものなのかもしれない。調べてないので知らない。
